How to fill in form RV 1007 (Seguro Social Voluntário)

What the form is for

The Seguro Social Voluntário is an optional scheme for people aged 18 or over who are fit to work but are not covered by a compulsory social security scheme. You pay monthly contributions on an income bracket you choose.

For foreign residents it covers invalidity, old age and death (pensions). The rate is 26.9% of the bracket you choose; you can add 0.5% for occupational diseases.

The same form is used to join (Inscrição/enquadramento), to change your details or bracket (Alteração de elementos) and to leave (Cessação do enquadramento).

Who needs it

Among others, these people can join, if they are 18 or older and fit to work:

• Foreign citizens and stateless people who have lived in Portugal for more than 1 year.
• Portuguese (and EU) citizens who are not working, and Portuguese citizens working abroad who are not covered by an agreement with Portugal.
• Volunteer firefighters, social volunteers, research grant holders, high-performance athletes, main informal carers and some seafarers.
• You cannot pay into this scheme and a compulsory one at the same time: if you start working as an employee, tell the Segurança Social.
• If you don't have a NISS yet, you receive one when the request is approved.

Before you start

• A valid identity document (passport and residence permit, for example) and, for foreign citizens, a photocopy of it.
• A medical certificate that you are fit to work, issued by doctors of the national health service (SNS).
• For foreign citizens: a sworn statement (declaração sob compromisso de honra) that you are not covered by a compulsory social security scheme, or that it does not count for the Portuguese system. The form itself also lists the complementary identification sheet Mod. RV 1006; ask your service whether they want it.
• Your tax number (NIF).
• You hand in the request at the Segurança Social services of the area where you live. Approval can take up to 30 days.

   Tick Inscrição/enquadramento to join, Alteração de elementos to change details, or Cessação do enquadramento to leave.

   1 Identificação

   NISS (if you have one), full name (it continues on a second line), date of birth written as year, month, day (ano mês dia), sex, marital status, nationality, place of birth (district, municipality, parish, country), NIF and tax office code, and your identity document with its number and date.

   2 Outros dados pessoais

   Your address in Portugal (Morada), postcode in two parts (4 + 3 digits) plus the postal locality, locality, district, municipality (concelho), parish (freguesia), phone and e-mail.

   3 Situação que determina o pedido

   Tick the situation you are in. As a foreign resident: Cidadão estrangeiro ou apátrida, residente em Portugal há mais de um ano.

   4 Remuneração a declarar

   Choose a bracket (escalão) from 1 × IAS to 8 × IAS. In 2026 the IAS is €537.13: bracket 1 is €537.13 and bracket 10 is €4,297.04. Your contribution is 26.9% of the bracket. People aged 64 in 2026 can choose up to bracket 5 (3 × IAS), with some exceptions.

   5 Outras instituições de Segurança Social

   Whether you are covered by a compulsory scheme (and which institution and number), whether you receive an invalidity or old-age pension, unemployment, sickness or maternity benefits, and who pays family, disability or dependency benefits, if any.

   Section 6 is only for volunteer firefighters, social volunteers and trainees. Section 7 is only for leaving the scheme: the date from which you stop.

   You confirm the information is true and that you will report changes. Date (year, month, day) and your signature as in your identity document.

Common mistakes

• Applying before 1 year of residence

  Foreign citizens can join after more than 1 year living in Portugal. Earlier, the request does not fit this situation.

• Writing dates the wrong way round

  Dates on this form are written year, month, day (ano mês dia), as printed under the boxes.

• Paying while you also work as an employee

  You cannot be in both schemes. If you are, the voluntary contributions are refunded and do not count.

• Forgetting the medical certificate

  Fitness for work must be certified by an SNS doctor. Get it before you go.

• Paying late or stopping without telling them

  Contributions are due by the 20th of the following month; late payments carry interest. After more than 1 year without paying, the enrolment ends.

• Filling in the office's boxes

  "Validação da assinatura" at the end is filled in by the Segurança Social. Leave it empty.
